The UK Development Forums (UKDF) are a collaborative platform dedicated to supporting sustainable growth and development across four key regions: Cambridgeshire, Oxfordshire, Greater Cheshire, and Norfolk & Suffolk. By bringing together stakeholders with a shared interest in planning and development, the UKDF acts as a strategic voice, championing practical solutions to planning challenges and advancing the efficient delivery of high-quality, sustainable housing and commercial development.
Chaired by The Rt Hon. Lord Lansley CBE, former Cabinet Minister and MP for South Cambridgeshire (1997–2015), the Forum provides informed leadership and expert advice, helping to shape the future of development in these dynamic regions.
With a strong focus on collaboration and outcomes, the UKDF is working to unlock the full potential for growth, innovation, and sustainability across some of the UK’s most rapidly evolving regional economies.

Chair
Andrew is a former Cabinet minister, MP for South Cambridgeshire between 1997 and 2015 and now an active member in the House of Lords.

Sally Low
Secretariat
Sally Low is the Founder and Managing Director of LOW, who runs the CDF Secretariat. Sally has extensive experience of managing large and complex policy based communications projects across the EU, including for the British Chambers of Commerce where she was Director of Policy and External Affairs

Emma Chaplin
Director, Secretariat
Emma Chaplin is a Senior Account Executive, Campaigns, focusing on strategic communications and EU policy at LOW Associates. Emma has experience managing media campaigns, having previously interned at IIRR, an non-profit organisation working towards the UN Sustainable Development Goals. Emma graduated from the University of Oxford with a BA in English Literature.

Joseph Oliver

Joseph is a Policy Communications Account Executive at LOW Associates, strategic communications and EU policy. Joseph supports the teams working on the European Cluster Collaboration Platform (ECCP), SME Assembly, Gridiron Forum, and UK Development Forums. Joseph graduated from King’s College London in 2023, and recently currently completed an MSc in Media and Communications Governance at the London School of Economics.
